What Your Memo Must Address

Your memo must tackle one federal-level systemic policy issue by explaining:

  1. The Structural Basis – Show institutional frameworks, incentive structures, or regulatory mechanisms that create the problem
  2. Why Federal Intervention Is Necessary – Explain federal shortfalls and why the federal government must act now
  3. Your Recommendation – Propose specific federal action(s)
  4. Implementation & Feasibility – Address challenges and realistic obstacles

Memos are evaluated by judges with expertise in policy, law, public administration, or related fields. Memos are judged anonymously (blind review).

Rubric (Total: 20 points)

Problem Clarity & Evidence Is the systemic issue clearly defined? Does it identify root causes (structural) rather than symptoms? Is it supported by credible evidence? 0–5
Federal Necessity & Analysis Does it articulate why federal intervention is essential? Does it explain current federal shortcomings? Is urgency established? 0–5
Feasibility & Implementation Is the recommended action realistic and actionable? Are implementation challenges honestly addressed? Are obstacles acknowledged? 0–5
Clarity & Writing Quality Is the memo well-organized and easy to follow? Is language professional? Is it concise and compelling for a busy decision-maker? 0–5
